Dear Sir,

I have shown to Mr. Bonar Law the enclosed

letter from Colonel Colvin. He would have been

very glad to do as Captain Dallin asks if it had

been possible, but he regrets to say that Captain

Dallin's case has been specially represented to

the Governor of HongKong and that the Governor has

replied that it is quite impossible to allow

Captain Dallin to be absent from the Colony after

July 15th. I am sure you will understand that

Mr. Bonar Law is bound to accept the Governor's

opinion as to the necessity of an officer's

services and that he is therefore unable to do

anything more in the matter.
